  2. I think Gov. Palin’s answer was a good way to explain a complicated situation to a third grader. Per Article I of the constitution, the Vice-President is the President of the Senate. They can exercise this right whenever they choose though, of course, they haven’t chosen to in modern times except to break a tie. In the early days Vice-Presidents frequently exercised this right. Gov. Palin hinted at this with “if they want” they can be very active in making laws. As Presiding Officer, the VP could effectively bring the Senate to a standstill if they choose to be a pill by regularly ruling everyone out of order, requiring onging appeal of every decision to the whole Senate.
