A unanimous Senate Panel led by Senators Carl Levin (D-MI) and John McCain (R-AZ) points to former Defense Secretary Donald Rumsfeld and other Bush Administration officials for torture at Gitmo and in other foreign jails. The bipartisan Senate report says Rumsfeld and others must assume direct responsibility for the abuse and torture. Furthermore, the idea that “a few bad apples acting on their own” is subterfuge, an attempt to shift accountability; in fact, the opposite is true.
